And it does seem to be as insane a difference as that. I've had updates of around 1GB be refused when I had 10GB or so of free space, until I deleted some stuff to make room. That would be just to start the game. When installing, games are programmed to install a "first part of the game" first, so you can start playing before a full install. Same with downloading. You can be downloading, and it says "5GB until playable" but looking at the game information shows it still may need another 30 or whatever gigs.
